Purchased new lights for my 2013 and they have two running lights(parking lights)?

A cheap set off Amazon, but they look and fit nice. You can see in the picture two bulbs. The original headlight actually had a blank spot for the second bulb but had not been drilled. So I'm thinking this headlight might be for a different part of the world?
