5 speed clutch help

have a 2000 elantra 5 speed transmission the clutch pedal isn't return up i had a guy put in the clutch and he says its in right but when i un hook it form the slave cylinder on top of the transmission i can move the lever for the fork buy hand isn't that suppose to have pressure to push the clutch pedal back up, I have pics I really don't want to pull the transmission unless I know for sure the throw-out bearing is in wrong.

hm it could be a few things. your cylinder could be shot. or the spring that usually brings the clutch pedal back up could be broken.
