02 Elantra mtx5 starts and revs to 5k then 1, then 5 over and over

I recently had my manual transmission go out on my 2002 Elantra GLS. It has 208k miles and the tranny had been giving me shifting issues for years. It finally made some clunking and whining noises at certain speeds. I picked up a replacement tranny, but the car has sat in my garage for the last two months. I slowly worked on it over that time and have finally completed it. I went to start it up tonight and it idles normally for 1 second, then it revs up to about 5k. It does this over and over until I turn the car off, and a very hard to see white-ish smoke comes from the air intake tube as I have it only partially on for testing.

The car ran fine before hand. What could this be? I have never experienced this with a vehicle before and searching on the web only gives me links to people having idling and revving issues while at stop lights or on the freeway. The idle did used to stick around 2.5k RPM when I started it up from time to time. Although, a small blip of the throttle would set it back to its normal idle speeds. I have been out of this car for a while and have been borrowing my little brothers as of late. I was so excited to get it back on the road and then my hopes were shot down. I can really use some help to figure out what is needed.

BTW, the engine runs well with no knocks and has great compression across all 4 cylinders.

Well, i'm pretty sure it's a vacuum leak. Although, I can not find out where it is. I did however locate a problem area and perhaps someone will be able to help me trace down the issue. When I place my hand over the intake tube, the car goes to a perfect idle. When I crimp off the tube that connects the valve cover to the intake tube, the car dies. When I release my hand from the intake tube, it has tons of suction after the car has been off. So, the car is pulling air through the valve cover somewhere. What could this be? I don't see an any failures in the crankcase to the head gasket at all. Is there a PCV valve in there that failed or something?
